Gary D. Niebur
- Lifelong resident of Edwardsville
- Married to Debby and father of four children ages fourteen to twenty-four.
- Served two terms (eight years) as alderman for the City of Edwardsville and currently serving fourth term as Mayor of Edwardsville.
- Illinois Municipal League – State President 2002, Member of the Board of Directors 1993 - Present. Held offices of Vice-President, Sergeant-at-Arms, First Vice-President.
- Past Treasurer and Vice-President of the Southwestern Illinois Council of Mayors.
- Executive Director of the Edwardsville YMCA since 1982. During his tenure the YMCA has raised over $10 million for capital improvements, facility expansions, and a new facility. The second YMCA facility, the Meyer Center, opened in August of 2005 and is one of the largest (116,000 sq ft) in the country. The Edwardsville YMCA has over 21,000 members.
- Recipient of numerous community service awards, including Jaycees Ten Outstanding Young Persons in the State of Illinois; Rotary Club International Paul Harris Fellowship Award; the Boy Scouts of America Distinguished Citizen Award; and SIUE Religious Center Interfaith Award.
- Selected to participate in the Leadership St. Louis program.
- Charter board member of the Greater Edwardsville Area Community Foundation.
- Member of the Board of Directors of First Clover Leaf Bank in Edwardsville.
- Member of the Edwardsville Rotary Club.
- Member of the Executive Council of the Trail's West Boy Scouts
